UGC asks academics to avoid publishing paper in predatory journals and conferences
University Grants Commission has asked colleges & universities to appoint and promote faculty based on the new lists of journals.

According to the Notice (No F.1-1/2018- Journals/CARE), the University Grants Commission (UGC) has said that any publication in dubious journals or presentations in such conferences should not be considered for giving academic degrees. UGC further advised that the academic community must not get associated as Editors/Advisors or in any practices. The publications or presentations will no more be considered for academic degrees or the award of scholarship, performance appraisal, promotion, or even for selection and confirmation.
For this purpose, the UGC has set up a Consortium for Academic and Research Ethics (CARE) to identify, continuously monitor and maintain ‘UGC-CARE Reference list of Quality Journals’ across the discipline. With immediate effect from June 14, 2019, research publications only from journals indexed in UGC-CARE (Consortium for Academic and Research Ethics) list should be used for academic purposes”, read the notice sent out to all educational institutes.
In order to get into universities, appointments and promotions were given based on a number of papers published by a candidate and not for the paper’s quality. However now this has come to an end where only papers published in approved journals will be promoted and appointed and if at all some good paper has been published in an unrecognized journal by mistake it will be reviewed by an expert committee, said UGC-Vice Chairman Bhushan Patwardhan.
